My Journey

I am Paul Elvere Delsart, a name that may not ring many bells, but my life’s work is dedicated to engineering a profound transformation in society. My journey began in Cameroun, born to a Cameroonian mother. After a childhood in Douala, Cameroon’s economic hub, my family relocated to France when I was just nine years old. This early exposure to diverse cultures profoundly influenced my later career in international relations.

I started my professional journey in the aerospace industry, dedicating seven years to this field, working in Toulouse and the Paris region. But I was never one for following a conventional corporate trajectory. The allure of trying new roles, diverse activities, and exploring new sectors was my driving force. I harbored an early desire to become an entrepreneur and make a meaningful impact on the world. However, my vision extended far beyond the typical realm of business and economics.

The Birth of EL4DEV

The turning point in my journey came in October 2009, following a series of visits to Morocco. It was during this time that I met my wife, a Moroccan national, and I relocated to Morocco between 2008 and 2010. These years were the crucible for what would become the EL4DEV program. Initially, it was a modest project with a local focus, aimed at Morocco, centered around developing and using a web platform.

However, my vision didn’t stop at Morocco. Over time, my project transformed from a small local initiative into a global movement, expanding its scope to include other countries, with France playing a significant role. As the days turned into months and years, I integrated my extensive academic knowledge with the experiential learning I had gathered in diverse fields. From life sciences to philosophy, international relations, sociology, and more, I sought to amalgamate these domains into a cohesive plan of action.

A Visionary Approach

My role revolves around pluridisciplinary engineering applied to technology, environment, society, diplomacy, and geopolitics. I have introduced a novel approach, which I term “Societal intelligence.” It distinguishes itself from conventional intelligence because my efforts are directed not towards economic or political entities but towards the greater population.

Within this framework, I have conceived and designed an array of innovative projects with a regional, national, and transnational focus. These projects are envisioned to foster intellectual and creative cooperation on an unprecedented scale. Their potential lies not only in shaping international relations and diplomacy but also in fostering national unity and stability.

EL4DEV: A Vision for Change

I am the driving force behind the EL4DEV program; an international initiative dedicated to creating a just and balanced civil society. Rooted in the sovereignty of nations, it functions as a transnational mechanism for national cohesion and societal diplomacy. This program unites decentralized, interconnected cooperation among people working collectively for a shared destiny.

My vision doesn’t stop at national borders. I actively encourage other nations to embrace the same principles of self-sufficiency, sovereignty, and the welfare of their citizens. I carry out independent diplomatic actions for peace, transcending established state structures.

LE PAPILLON SOURCE EL4DEV

I am the founder and president of LE PAPILLON SOURCE EL4DEV, an independent French think-tank actively promoting my vision and its transformative projects, focusing on sustainability, ethical values, and societal renewal.

Challenging the Status Quo

I don’t shy away from challenging the status quo. I firmly believe that the current electoral system is deeply flawed and that our nation’s future cannot be decided solely at the ballot box. Instead, I envision a council of sages to guide the nation’s transformation and facilitate the transition from a system I perceive as corrupt and ineffective.

With an international network and a clear vision for societal and political change, my ambition is nothing short of creating a more cohesive, just, and peaceful world. Despite being overshadowed by the mainstream media, my ambition is to build a better world, and I hope my story serves as a testament to the potential for transformative action and a commitment to creating a better world for all.
